These are my favorite blocks for Luxury Palaces and Large Insulae. These blocks are very stable long-term. One note of caution is that while the population is expanding quickly in these blocks the supply chain can become stretched too thin. To ensure stability throughout the development of each block, I always make sure that there are plenty of food and all required goods on hand before starting the evolution process, which must be monitored closely for supply problems. Usually, the bottleneck in the insulae block is oil.
For the palace block, each house starts out as a single housing tile blocked from growth by a small statue, so they can be held down to medium insulae as long as desired. To start the evolution process, only 1 palace is allowed to grow initially. This gives the markets a chance to "prime the pump". Once all the markets have completely stocked themselves, the other palaces are gradually developed one at a time. If all the palaces are rushed to completion, as manay as 4 in the center will become unstable from lack of 1 type of food. This problem eventually works itself out, but it can be a very frustrating cycle for several years. Better to take it slow for a block this big!
