Not the most pleasant scenario, as literally all materials for goods have to be imported and Caesar's requests are a bit unreasonable. Almost made me go in the red for a moment and Caesar requested an insane amount of money just a couple of years later, but thankfully I had enough high level housing to make that in one big tax spike.
Towards the end I decided to go for 100 culture since I had the labor anyway, but unfortunately I couldn't fit all those schools in without bunching a few together. I'm also not sure how stable the southernmost block is in the long term; the warehouse worker doesn't get a break from fetching goods.
Nice piece of work. I liked the cliff dwelling grand insulae :D It's a pity that you cheated a bit to reach the prosperity. I bet you could have reached the goal with grand villas aswell. Poor middle class patricians have no place to live. :(
But afterall this is a really nice summer retreat. Thank you for uploading this!
P.S.: I hinted in the description, that warehouses may have troubles and that a lot of trading is needed :P

Eh, only 4 grand villas would've been necessary in place of the 3 palaces. I just always like going for max available level of housing. :)
