Greetings from your emperor, Vespasian, the founder of the glorious Flavian dynasty and the restorer of peace and prosperity to the Roman Empire.
I am sure you are eager to receive your instructions for your new assignment in the province of Judaea, where you will have the honour of building a new city near the ruins of the rebellious Shechem.
I trust you will not disappoint me, as I have high expectations of your abilities and loyalty.
Your primary goal is to establish a prosperous city of at least 5000 population, which will serve as a model of Roman civilization and culture in this barbaric region.
You will name the city Flavia Neapolis, after me and my family, of course.
Ensure that the city is well-defended against any possible attack from the Carthaginians, who are still smarting from their defeat in the Third Punic War and may seek revenge by stirring up trouble among the natives.
Your main sources of income for the city will be the production and export of high quality wheat and fish, which are abundant in these fertile mountains, lakes and rivers.
You will also exploit any other natural resources that may be available, except for marble and iron, which are of such poor quality that they are not worth your time or mine.
Avoid wasting money on unnecessary luxuries or extravagances, as I am a frugal and practical emperor who values efficiency and economy.
You will also maintain good relations with the local tribes, and pacify them by offering them some benefits and privileges, such as citizenship, trade, or public works.
However, do not tolerate any signs of resistance or disloyalty - crush them swiftly and mercilessly if they dare to challenge my rule.
I hope this brief has given you a clear idea of what I expect from you. You have been given a great opportunity to serve me and Rome, and to earn yourself fame and fortune. Do not squander it, or you will regret it.
Remember that I am watching you closely, and that I have no patience for failure or incompetence.

Additional notes:
* This is a Save file
* Compatible with any version above Augustus 3.2.0.
* Tested it on Augustus, 'very hard'
* Pig farms are available, although not on purpose. I wasn't able to remove them.
* Start date should be sometime around 70 AD (not 350BC). I noticed it only after editing with C3G & Frhed.
