Salve Governor,
I am livid. Your poor decision to expand the city’s entertainment district has cost the Empire thousands. I am hereby revoking your entertainment construction privileges until such a time that I see fit. But that is not enough. You built the expensive hippodrome far outside the city’s border and failed to consider the high enemy presence in the area.
Despite your foolishness, I will not allow Rome to be insulted by unwashed Greeks attempting to tear down all that work. Expand the border of the city across the river, set up defenses, and build a luxurious district so that maybe one day, the hippodrome might see some use. Because of your previous meager successes, I am giving you one chance to make this right.
Don’t fail me again.

- Your hippodrome is exposed, and if destroyed, it cannot be rebuilt. Protect it at all costs!
- Because of improper trade infrastructure this far away from the main city’s prosperous ports, trade will be difficult and even might collapse!
- Tax your citizens hard. They must pay for the pleasure of living so near to the illustrious hippodrome.
