Paphos was a greek colony on island of Cyprus and was later part of the Roman territory. That being said this scenario and cities featured are mostly fictional so do not look for historical or geographical accuracy. Map has been made on stream to learn custom empires xml editing. Instead of Cyprus proper you have multiple archipelago style desert islands to set up the city on. Carefully develop industry and evaluate each island for its best use for housing, farming, mining or commerce and temples.
Map has no military activity at all and plenty of trade possibilities, still you should be aware of local natives that occupy some land and make sure to keep favor in Rome, time limit is very lenient.
13.08.2023 update - raised pop goal to 8k, added more changes for tougher economic challenge, shuffled couple of requests and amounts, expanded couple of areas a bit + added a possible 3rd dock loacation.

Hey Road, if there is no native meeting hut the regular natives will not spawn from small huts and will not attack the city even if you build on their land without a mission post.
Even if you do not want to have player print money from the natives you still need meeting hut for this reason. I didnt want player to trade with them so i enclosed them.

hello, would it be possible to give the complete paphos city? I unfortunately failed, time is too short for me. I play caesar 3 for 2 years every day but I still have a lot to learn, especially to build housing in very limited spaces. This map is a marvel, Machiavellian map, extra hard and very well balanced especially for trade. it is the ideal map to learn to play in the big leagues.
But I need to see the completed map to understand the mistakes I made and learn to build in limited spaces

No worries, i saw you joined our discord as well so its easier to talk there in the future.
For housing blocks and general approach you can watch this, its an earlier version of the map that still had forum but also less trade so it should be overall simillar, especially regarding housing.
