victory comes when the 2 last built houses fill up.
4 blocks, 3 with 25GI each, and a patrician block with 8GV (seem to be stable with the game rounding down numbers and with the ceres grand temple discount)
It was my slowest city so far, mainly because I wanted to build all monuments possible (2 grand temples, caravanserai, colisseum, pantheum). it took A LOT of time to build all the monuments. better strategy is probably build a temporary warehouse, worker camp and architect guild near each monument. the population was pretty aged by then, will eventually become unstable. Other than that I liked this city a lot. very geometry, such consistent. all pleb blocks same size.
Everyone has access to everything: theater, amphi, tavern, arena, hospital, academy)
I didn't use global labour pool, the retirement age thing, the fixed laborer number thing. or the merge all tiles thing. it took me too long to know by heart all the tile graphics for the merging spots, I refuse to throw this ability away hehe.

Onwards to carthago. Enjoying augustus a lot. the mood is a lot harder to manage, you basically have to evolve every block at the same time. and anything above 10% tax is a pain. very nice challenge.
