Caesar is jealous of your fame as a Pro-Consul, and wants to get rid of you. After you survive an assassination attempt with 7000 thousand Denarii in bank, you flee to Tarsus and establish your resistance between it's shore and the adjacent river bank.
The province provides you with high quality lumber, iron and plenty of fishing grounds. The nearby cities would pay any price and trade anything for the local lumber and iron. The region has a rat infestation problem and suffers from both sand and sea storms. The political turmoil also makes wages fluctuate both up and down.
Caesar has found your hiding place, but he thinks he can exploit you for the local and the imported resources. He will ask for ridiculous amounts of goods in short intervals and short delivery times, so that he can have a reason to attack you when you don't deliver, and the delivered goods will help him keep the population within their good will, be it Patricians or Plebeians. He also uses the local Seleucid people as a proxy to attack you and will ask for political asylum in case things go south. The Seleucid armies are weak and cowardly, but they make up for it with large numbers.
There is a rumor of a young patrician who leads the most likely to win resistance faction. He is aiming for the current Caesar's position, and he promises to heavily favor provinces that can pledge their royalty to him. In case he wins, he is your chance to secure your position.
Augustus play here, overall it does not seem too hard nor does the request seemed excessive. I just ignored the timber requests though.
Abit strange that there's no hippodrome available, so I had to use the pantheon to get the luxury palace.
Alternative play is to just ignore caesar's request and setup a good tower choke point at the bridge. Coupled with Mars Grand Temple it should be fun to repel the legion over and over again. Actually yeah imma go ahead and do that...

I played it as suggested by sasa86.
No requests fulfilled, no gifts and no forts.
I finished the game with the last invasion in 120AD - Cu100 Pr100 Pe100 Fa007 ;)
