Governor, the Senate has approved my wishes to expand our empire eastward. It was an arduous task, especially since many senators were reluctant to approve an investment to build a city in the middle of nowhere.
The truth is that my imperial scouts have not returned with good news about the resources available in the strategic province that I need to ensure with a city of high standards of living, through your management. Apparently, you will only find sand in that desert.
The reality is that we have not found any deposit or resource of raw materials for you to extract or produce. That is why I have ordered that the nearby cities can provide as much as possible to you.
The sector is close to different barbarian settlements, so you should expect strong invasions as soon as they realize your presence.
However, the above is not what we could say, the real challenge. No matter how hard we search, we have not been able to find a sufficient source of clean water. The scouts were able to verify that it is possible to get water from wells, but the lack of clean water will be your biggest problem. Thanks to the gods there is some fertile land you can use.
This is the real reason I have assigned this challenge to you, and not to another governor. As I understand it, your family history is very close and devoted to Neptune. Your ancestors show a long history of clergy, priests and faithful to the god of the seas.
My bet is that, you can build a Great Temple in his name, and your fidelity to Him will provide your city with enough clean water for your city.
Governor, my expectations of you are high, do not disappoint me.
NOTE:
This map has been tested to assure is winnable. Because there is no water, you can only play it with Augustus 3.0
I’ll submit the test version to completed cities.

How do you create water? If you are familiar with the Augustus patch, then you know what you gotta build ^^
Balance: 4
The constant invasions at the beginning coupled with some particular timing request from the emperor (not sure intended or not) can make the map tough, but with proper defensive setup you should be fine.
The plentiful option of export makes it bearable, although you need to juggle your workforce/import costs carefully in the beginning.
Creativity: 4
Nothing much to say here from me.
Map Design: 5
Not often you see a map with a distinct lack of water but definitely doable.
Story/Instructions: 5
Same as creativity, I don't pay much attention to story etc.
Additional Comments:
Tip : If you are playing on the hardest difficulty, crime will be a problem so do the things to make things happy - wages, tax, etc. |

Id play it again. Everything works but Julius players are left out obviously.
Balance: 5
Almost nothing can be made locally which makes economy tough and interesting. Military is tough and gt to Mars or copious amounts of towers are recommended.
Creativity: 5
Novel idea regarding water.
Map Design: 5
Farly standard, flat terrrain favors braindead blocks. Full marks for ingenuity overall.
