The bailout was used, but no more debt was taken after that.
The beginning would have been much easier with debts and blessings (especially from Neptune).
Obviously there are only two possible invasion areas.
Therefore, these were first fortified with towers.
In this version, an attempt was made to manage without sea trade.
The dock is not really needed.
Unfortunately, the contaminated water leads to a population structure that makes it difficult to plan the number of schools and academies.
This has led to a shortage of workers.
In the event of an attack, the military priority must be increased.
Reminder for me: on a second run, use the terrain and fend off the invasions without towers (hit and run).

The zip file contains saves from the push and many attacks.

I really liked your no Dock approach here (for most of cities history there was no dock). The layout were planned carefully and it showed. Some walling of the wolves was present but that's fine as long as you don't consider it an exploit.


-economy was setup quickly and efficiently by the eastern edge.
-most of fertile areas utilized but there is still some left.
-northern fertile area was partially used for housing for reasons of logistics i suspect, which led to some open areas i nthe valleys were left unused.
-patricians were established in the middle valley with luxury palaces at the end.
-some people live in coastal areas watered locally but main reservoir spot was also extensively used.
-most regular housing at small insuela which for sure took some planning with clay imports as it is not locally available.
-Military wise lots of towers were used along with 4 forts of javeliner auxilaries along with 2 forts of legionaires all academy trained.
-as mentioned there were worker shortages but in the end, even after surpassing all goals with in all ratings there is still some 7% unemployment left.

5 star rating is well deserved. City was managed well and has some inspiring concepts and layouts.
