Just recently, our scouts have stumbled across a mysterious patch of fertile lands rich with natural resources. Being one of our best governors in the empire, you have been chosen to develop this newfoundland to enrich our great empire even further.
You will be very pleased to know that I have already sent some of my engineers to clear a path through the rocky mountains. I have also instructed them to flatten the river banks so that you will have an easier time arranging sea trades and fishing. The abundant funds given to you shall be more than enough to clear the dense forest ahead. You can thank me for that later.
Now the not so good news - our rivals have also set their sights on this land and will spare all their might to get ahold of it. Beware of their large numbers and do not rely solely on the natural terrains in the north to protect you.

Nicely designed, enjoyable scenario with heavy military action where you may choose to use towers since there is only one invasion point. That worked well for me, so I placed my forts near to the exit of the map in order to dispatch my legions quickly when Caesar requested armies.
I built one giant rectangle block for all 15k population.
