The year is 306 AD. and our great empire is crumbling. Barbarians are freely flooding across the border in the north, the empires economy is in steady decline, and you should expect prices to be changing often. There are two false pretenders, proclaim themselves as Emperor, and civil war is inevitable so expect request for help to be common. I command you, my most loyal governor, to establish a new city with strong fortifications and garrison to the north, in the Germania minor. There is meager amount of fertile land, and what little there is, is not suitable for growing food, so you will have to fish on large scale, or import it. The terrain there is extremely rugged, and natives occupy most of the land viable for large scale construction. Furthermore, the new barbarian tribe known as the Goths are migrating, and you should expect them to throw everything they got at the city, as they seek to cross the border to the empire. Due to these complications, I'm allocating large sum of denarii to be given to you, as the attacks are bound to happen soon and exports are to be done by sea. One last thing is, that my incompetent cartographer, sent you wrong map of the empire, so you need to bear with map of Athenae. He will be pelted by wine goblets, yelled at, then fed to the lions, and so will you, if you do not comply to my demands in timely fashion.
