This open play scenario is quite challenging, because it's a desert mission and gatehouses are not available.
In the search for a fire-safe solution, I have come to the conclusion that the prefects must be prevented from going a long way.
It is best if they make small rounds in the same direction all the time.
With gatehouses, it is easy to force this, but without them, another solution must be found.
The solution here works with "garden walkers".
It is the well-known concept that random walkers also use garden paths to get to their destination point.
In fact, only one fire has occurred in a period of 3000 years.
It happened because this prefect does not always make his rounds in the same direction.

The city is designed with 3 GV and 69 GI and the usual standards: upgraded buildings, venues with shows, ..
Here, even the librarian gives full marks.

The prediction of the DataMiner tool is constant for all saves with a total number of 75 ghosts.
Therefore, there should be enough workers for 100 culture rating.
