8.515 citizens in 96 Grand Insulae and 4 Luxury Palaces. People are still coming, but I'm not sure if the city would last long enough for that to happen, considering the employee shortage is coming. This is the best I could do with my current city building skill and difficulty of the map. Also, this is the first time I used long forced-walk tax collector from Senate, because Forums were not allowed to be built, and export is already hard on this map, so taxes were a must.
Congratulations on this extraordinary solution of a difficult scenario.
It would be interesting for me to know how you managed the military challenges.
E.g. in August 604 BC there was an invasion of 100 Etruscans, while at the same time there were still troops (>= 64) under Caesar's command.
As no military academy is available, presumably towers were built?
Did you completely rebuild your city after the last invasion?
Do you happen to have any saves from that time?

Yes, I defended the city with the Towers. The only way that was possible was with, what I think Brugle calls, the future knowledge, so I knew the direction of the attack. Before the last attack, I think I already started to build second loop, I just didn't build farms that are on the very edge of the map.
Unfortunately I don't have save files except the final one, because I always overwrite them when I start the new map.
I'm not an expert in this game, so I'm not on a level in which I can start the map, and finish it without loading and future knowledge (which I see DDR Jake does often in his YT videos, and I think he does it pretty well). Also, when going for the best possible housing, it's impossible for me to do it without this, especially on custom maps were author tries to test your building skills.
I would also like to mention that I admire your choice of hard maps to achieve best possible ratings.
