My testing attempt to submitted scenario, not very nice indeed (I was in a hurry). 13 LP, almost all GI and LI, pretty stable. All necessary ratings are to be achieved in 2 years.
Still a lot of potential for development, a lot of issues are to be solved in this city (a couple of palaces may be added easily), some arable land is still free to enhance population. I think the maximum fed population quantity with perfect ratings could be up to 25000 - 30000. Although those nasty local barbarians pretty much consume a lot of workers to provide Native missions...
People walking streets of the city are in "exaltation mode", giving "full marks" for governor. By the way, does somebody know the strict criteria of this "exaltation mode" activation? Sometimes the city is very good but people are just satisfied ("This city gets 4 out of 5" - teacher says). Sometimes city is not good at all, but people are exalted ("This city gets full marks, it is wonderful place" - teacher says).
I would very much appreciate to see your own attempts to asses another angle of vision of this map.
