Brief description:
You've fallen out of favor with the Emperor! Hostile Roman legions are on the march to your city! Have your faithful cohorts and sentries hold them off while you await the chance to get back in favor with the Empire.
Detailed description:
The year is 75 B.C.
Power struggles within the Empire for the past few years have been rampant. Caesar himself had become paranoid and more defensive of his seat on the throne. The political issues have spread from the higher ranks to the lower ranks. Not exactly the best of times to enlist in a governor's position. Unaware of that, you continued to govern as a clerk. Surprisingly, you quickly gained popularity among the Senate. In fact, you had been doing quite well, until your scheming superiors jeopardized your efforts and put you out of favor with the Empire. Caesar has ordered your arrest, and Roman troops are en route to your city.

A FORUM BUILDING, SOMEWHERE IN THE CITY OF BRUNDISIUM, January 75 B.C.
Your military advisor walks in to the assembly room slowly, making sure nobody is following him. He bows to the crowd.
"How are preparations?" you ask.
"Seven towers with ballistas fully manned, sire. Do we need more?"
You raise a hand to gesture him to sit and be at ease. "I will decide later. And the legion?"
"They are well-disciplined and awaiting orders, sire. They are willing to die for the city, even if it means having to spill the blood of their own race."
You hang your head, not liking to be reminded of his last sentence. You realize the plan has to work to prevent further civil war. You turn to your trade advisor.
"It is done, sire," he speaks before you can say anything. "I've called in a favor from our neighbor in Tarentum, and we now have a warehouse full of weapons. In addition, the next courier bearing the Emperor's request for weapons will come to us. If we can fulfill that request, you will be in favor again, sire. The only condition is that we have to lend aid should Tarentum be threatened."
You nod. Fair enough.

Hints:
Towers' ballistas can kill anything outright in one hit, if it hits.
If you position your troops carefully you might be able to minimize losses.
Scout reports:
You start with only 10 favor rating. At the beginning, Caesar's legions are already en route to your city.
You have 4 forts of legions and 2 forts of javelins defending your city. They are academy-trained.
You have several manned towers near the road to Rome. Walls and towers are not disabled, you can build more if you want.
Your city has access to all resources except iron. Your only trade partner, Capua, will sell you iron.
There is a warehouse in the city near the farms storing weapons. They are needed for the next Emperor's request. If you need weapons to train more legions, it is recommended that you quickly establish trade with Capua and start your own weapons manufacturing.
Fulfilling the first request by the Emperor will net you a lot of favor. Take note, for if you fail the request, it may be hard to gain favor since you're only earning a clerk's salary.
Keep your legions full at all times, you may face invasions from other forces or even distant battles.
