What about unemployment? Do you keep it around 10%? Sometimes I have to build more houses for the employment problem in the city...

If you don't have problems losing people, it's best to have enough employees but keep unemployment below 5%. For beginning players, who may have problems losing people, it may be better to have somewhat more unemployment, perhaps closer to 10%.
Your city is very old, over 67 years. This often causes the city to have a lot of old people, so the number of workers falls. However, your city has over 40% workers (which is similar to a new city), so I would guess that you do lose people frequently, which may keep the population younger. If you get to where housing is more stable (so few or no people leave), it is better to finish the city in a reasonable time. All missions can be won in less than 20 years, but somewhat longer (such as 25 years) is OK, especially if the population grows fairly consistently.
