Mmm, I'm not very sure of the conversions between the different currencies, and the parts may cost differently in different areas of the world.
I assume you mean your CPU is a 1.5GHz one. Considering you got your PC 4 years ago, your motherboard couldn't possibly have a PCI-X slot. Their cards are very expensive anyway, so they're likely to be outside your budget.It might help a little if you could give us the brand and model of your current motherboard. I don't know if AGP was already out 4 years ago.
As for RAM, the price depends greatly on the brand. It's highly recommended that you go for 'branded' RAM, such as Corsair, Kingston, TwinMOS (I heard they're getting good), etc. I bought my 256MB RAM earlier this year at about S$80. I purchased 2 of those. Anyway, that's a 256RAM Kingston block for approximately US$45. 128MB would be slightly more than half of that price.
