Check the entertainment overseer and see how many active performances you have in your booths, music and dance stages. Only active ones will count towards culture rating, and unfortunately ratings overseer doesn't say that. You probably need more conservatories, juggler and dance schools closer to your entertainment venues. Depending on how far they are, you might need as much as a 2:1 ratio of stages to schools.

tomvujec, you are right. There was a housing block which did not have access to jugglers. There were boots etc. but no juggler schools nearby. So my bad, as expected.

You have to start thinking of venues as a building that requires supplies, like the scribal schools and mortuaries.
Which means accounting for walker distances between the schools and the venues.
I starting including a Conservatory and a Juggler School in any large block as I typically have a Booth, a Bandstand and a Pavilion in the block. That’s 3 Juggler spots and 2 Musician stages per block that need supply. I stick the larger Dance School outside my blocks but aim for 1 school for 2 nearby large blocks.
It’s really helped me achieve the higher ratings without yo-yo-ing up and down.
