I'm running Vista with the current release of DirectX. Caesar IV wants me to install an older version. If I do this, will it overwrite the current version) hence current games wont be playable) or will it just add extra files that allow Caesar IV to run?

Yes, you can in install the DirectX files. Newer files don't get over written, extra files get added. If there are still DirectX problems after doing this, you can try downloading the redistributable from the Microsoft Download Centre. I had to install this in order to get the game to run on my Windows 7 computer.
