So in Caesear 3, 1 actor colony would take care of 4 entertainment venues that used actors. Same with gladiators and animal trainers.
Does this still the same for Caesear 4 or is there a different ratio?

That thing about C3 is actually a bit of a myth - more of a 'rule of thumb' if theatres are not too far from the actor colony. In fact actors can be sent to as many theatres as you care to connect, but how many of those will be kept going uninterrupted depends mostly on distances and can be more than or less than four.
The situation is similar in C4. I don't remember exact details but entertainers are issued at a certain rate and take time to walk to a venue. Once they arrive, entertainment is provided for a certain length of time. If another entertainer does not arrive within that time the venue is, for the time being, without entertainment.
One guild will typically cope with two theatres, but may not if those are very far away. On the other hand, if theatres are very close to the actor guild, several may be kept going without problems. So there isn't really a definitive answer to your question (but neither was there in C3).
