ok, so I would appreciate it if some one could clarify the "Pirated Materials, Cracks, Multiplayer Hacks, Keys, and Key-Generators" Rule for me. I know it might seem strait forward, but there's this post I want to make, and I don't want to make it if it breaks the rules. basically what counts as pirated materials? for example, if some one altered a file, which fixed a bug, or some other issue, like screen resolution, would it be considered piracy on this site.

I'm no lawyer, but I'd say yes. Unfortunately copyrights are quite restrictive. Modifications of any kind, without the express consent of the author are forbidden. If it's a game or software, search for the copyright agreement (it's a file called EULA in most cases).

I doubt that you'll get an answer to such an ill-defined question. You could probably be a little more specific about what you mean by "a file", "fixed", "a bug", and "issue", without going over the line. If you're worried about that, perhaps you should include such details in an email to one or more HG staff members. Emailing might be quicker than waiting for a reply here.
Use your head. If the "bug" you want to fix is that "I have to put my CD into the drive to play the game, possibly scratching it", then any proposed file change is liable to be one that facilitates "piracy".
What you want to do may be OK. For example, not too long after the C3 map editor was released, several forumers discussed making a set of missions using a modified c3_model.txt (mainly, I think, to make missions harder). The effort was abandoned (I'd guess because they realized that a variety of challenging missions could be created using the supplied c3_model.txt), but I don't remember reading any objection to the project related to "piracy". (My memory could easily be faulty.)

a file that alters screen resolution? which is probably the main file, but nothing else included.

The exe or file that allows to change screen resolutions sounds like a crack, and I believe we're not allowed to discuss that.
