I might try it but no promises. Just eyeballing the jpeg image, maybe 3 luxury palaces at best on the bigger island, building a triumphal arch in the middle, and 1 on the smaller island. You could probably calculate desirability points to check on this.
I did something quite similar to this on a scenario called E-Tarsus, building housing on remote islands via forced walker route.
By the way, I did consider rebuilding career Valentia before, but on the opposite side of the map, building a majority of the housing around 3 the lakes.

Without using long (forced) walkers, 1 or 2 luxury palaces might be possible, but it would be crude. Long walkers are better.
I think I could put 1 luxury palace on the smaller island, requiring the triumphal arch (without traffic through it) and no connection between the islands. Not very attractive.
I think I could put 3 luxury palaces on the larger island, requiring the triumphal arch (with traffic through it) and a connection between the islands. (Put something nice on the smaller island.) I doubt I'll build this--most of my play time is spent designing a Pharaoh city.
Another idea--put at least 1 of each type of villa and palace on Valentia islands (including those in the lakes). Might look at that some day.

I was checking out maps for building remote palaces and chanced upon career Massilia. Brugle's idea to build 1 of each type of luxury house on Valentia islands might be a good idea for Massilia, using any of the four small islands (the lesser the better).
