I’m playing on a peaceful mission on Valencia and I’m just confused at the behavior of my farmer walkers and the graneries.
I decided to not go an easier route and just make palaces. I was going to the majority of my population 2 foods to get them to grand villas. Current population (5000) is feed almost entirely by fish. So I built a 20-25(?) farms on top of the hill and created a daisy Granery chain to collect the extra food. One nearest farm complex is set to accept , a few others near the pop centers are set to getting.
So… my farmers walk past the fully operation accepting granary and travel to the farthest getting granery. Which is super inefficient. Worse, I don’t think the getting graneries are getting food because the accepting granary remains empty.
Can anyone explain this? I’ll upload the city file if that helps.

Caesar III is interesting in that regard since market ladies can walk at the same pace that cartwagon's ferry between the granaries. Your best bet is making more markets; however they will go after the higher value food sources which will necessitate seperation of road accesses of coastal and hillside markets in order to bring fish to the hilltops. Hills are therefore pretty difficult to develop.
