I'm trying to have a harmonious balance on the feng shui rating for my city, but I don't seem to find any place where my forts produce a green footprint, is there anything i'm doing wrong to cause that?

Harmonious Feng Shui for military forts can be found on complete grass with adjoining trees, or on completely bare land (no grass or trees).
