What should you do? Build your seccond attemp from scratch. There´s just too much trouble with your intersections. I don´t think there is a way how you could build a city with sufficient prosperity and culture. Of course, there´s still a slight chance to fulfill requirements by lucky coincidence.
So there´s a better question on hand: what can you do the next time around. I won´t give you a simple suggestion, because my style of playing may not comply with that yours. But there are some basic rules.
Try to keep your road network simple. Build minimal number of intersections, use as little services as you can, but effectively, build farms nearer to your granaries, as I´ve seen some too far and you have workes shortage.

I am trying to get your city free of problems , first thing to do is to low your own salary under the current level. The best beeing to set it to 0 in December , to loose only 1 point at the end of year , and to set it to 100 3 monthes by year , in order to send a great gift to Caesar once a year .
Your road network is a nightmare , too much crossings leading to instability .
Non merging houses must absolutly be avoided in Cesarea , as you relies only on imported potteries , your potteries consumation is ( at least ) twice that is needed for such a population .
Don't dream that a market buyer can do his job when 3 foods , pottery , furnitures and oil are available only by crossing the map .
Furnitures industry must be gathered as must be your timberyards, as your scattered timberyards are sending cartpushers to the workshops needing wood , often by crossing 3/4 of the map .
Set your storage yards near markets , and set them to get pottery , furnitures , oil ...

Useless roads deleted.
Meat farms deleted , setting wheat and fruits instead( you need only 2 foods , when a granary receive 1 meat , all markets buyers cross the map to buy it , beeing useless for some monthes )
Getting storage yards set near markets.
Getting granaries set near the northern markets.

You should use your special overlays, such as fire, damage, entertainment, health... Then you´ll make the meaning of my words out for sure.
Every service building sends a walker to find a house, which provides citywide labour access. Then the same building sends a walker to provide their services. There is a special case, market. It sends 2 different type of walkers, although they appear to be the same. One is buying food from granaries and goods from warehouses (but also sells goods on the way) and the second one is just another walker, who provides access to service. |

Too much roads crossing leads to a random access by walkers .
Some houses devolve , and if non- merging a large insula become four small casas .
Four small casas need 4 x more potteries than the previous house to upgrade again .
They eat so much potteries that other houses fall out of potteries and devolve .
No end circle !
I had cut water to parts of your city , deleting non merging tents ( often just a one tile moving is enough to have merging houses ) then rewatering them .
End of this vicious circle ...
