256 full luxury palaces in a city of 72000 people (built on a custom map), stable for over 20 years. More details are in the Caesar III: Game Help forum thread "Century of Palaces Club" (starting at reply #137).
It is impressive and nothing else. I really do not understand the practical appliance of this city. Just a demonstration of the theoretical maximum of what can C3 provide.

Well I can appreciate the meticulous planning that has clearly gone into this masterpiece of a city. It's a bit like Everest, it is there so someone climbs it. Like Philon's previous record-holding city of 250 palaces, this is more or less symmetrical in design, which is clearly the way to go about something as massive as this.
Congratulations Brugle, on a truly magnificent effort.
