Caesar Augustus asks for a new city on the African shore. It shall be named Caesarea for the glory of Gaius Julius Caesar. And you, former procurator for Gaul, where he had proven himself worthy, are to govern this big province. However, a local nomadic tribe, the Samnites, have an intersection of trade routes nearby, so expect some armed resistance. Rise your army big and mobile, since they are present anywhere you put your feet. You'll also want to have some reserves - you certainly do not want to see one of your trading partners fall under the swords of your enemies, do you? Trade will be crucial, because there is no source of clay and the land is not fertile enough for vines. But olives from northern Africa are the finest, so I will want you to send me some amphorae of olive oil. Good luck to you, procurator!

I probably wouldn't revisit this scenario, although it was interesting to play it. Not that it's a bad map, just I accomplished my target, and I don't think I would have played it very differently if I do decide to redo my city.

Balance: 4
It is not an easy scenario, but I wouldn't expect otherwise, as it is rated as "hard". Few price changes and Rome wages going up balanced it a little bit on the economic side. On the military side I appreciate that invasions were spread enough and near key positions. The culture rating is always a bit clumsy to fulfill ... I don't like to use culture parks, but this is just a preference more than a fault on the designer part.

Creativity: 3
I wouldn't say it's original, but it's not a sack of someone else's idea also. So a fair rating of "average" I think is appropriate.

Map Design: 4
Nice looking, and it's obvious quite a lot of time went into designing an appealing terrain. I like the mountains between the main and one of the secondary food sources, it required a little bit of care when planning my city.

Story/Instructions: 3
Short and instructive, there was almost no story, but gives the player clear expectations and requirements.

Additional Comments:
I finished with 71 culture and 100 prosperity in 30 years. The delay was my bad, I had a big devolution of houses near the end, it seems market ladies didn't think furniture is important enough. Anyway, overall it's a good scenario with some problems to solve, and I think any player of average skill would enjoy it.
