CAPUA
The Samnite wars
-- Mission briefing --
"Ave, new Governor! It is now time for you to begin your career!"
"Rome is at the crossroads of its history. The result of the war it is fighting against the Samnites will determine who will dominate the south of Italy."
"The province of Capua has recently allied itself to Rome in exchange for protection. This is where I send you for your first assignement. It is a fertile province with enough ressources to build an average city with a moderately prosperous and cultured population. I shall even permit myself to requisition certain goods now and then because in these times of war, all of Rome's industry is dedicated to weaponry. Obey to these demands and I will be grateful."
"Needless to say, our enemy wasn't very glad to see this rich province side with us.
And since you find your city at the bordes of Samnium, prepare yourself against numerous invasion attempts from the Samnites as well raids from their Barbarian allies who would gladly plunder your rich city."
"Oh, I almost forgot to tell you, that even though Capua has a lot of ressources, you will not find any iron there! And of course, the Greek cities with which you will be able to trade will certainly not intervene in this war in our favor by selling you weaponry! So you will have to manage by yourself... and I count on you! Finally, other Roman cities might be desperate enough to need your military help, so be alert. Good luck!"
This my first scenario, I'm planning to make a series of 5 based on history. I wanted to make ths one simple, a bit like the first C3 missions, but harder. My next ones should be more fun though. Have a good time!
Edit: Updated to include briefing in Zip file.

Playability: 4
As a first scenario in a series of career-like maps this is a nice map. There could have been more requests, and maybe more varied. I finished in 15 years and then the action has not started yet.
Balance: 4
All in all a well balanced map. I would have put in a little bit less people, since there is little that can be exported, and it is difficult to obtain elite housing. I had much unemployment. More requests and a somewhat faster build-up of invasions. The real Samnite wars lasted from 343BC until 290BC, I doubt many players will last that long on this map.
Creativity: 3
A pretty standard scenario, nicely laid out, but with little surprises.
Map Design: 3
Standard but decent,
Story/Instructions: 5
Good story, nice historical detail.
Additional Comments:
I'm not sure whether I would want a colloseum, maybe a bit early for that in 343BC, a hint that perfect entertainment coverage allows houses to develop to small villa, or a somewhat smaller city. Well, here is the hint. I guess I would have left out walls and towers, seems a bit early in history. Maybe just towers, but the mission can well be played without any of those. I definitely would have left out price changes of clay, fruit, vegetables and weapons, since none of these are trade items, and two do not appear in the game at all (unless Mercury fills your granary).
Nice scenario, exactly what I expect the designer intended. I would suggest a few minor modifications
