The Briefing
My dear Proconsul,
Long have you severed me and it was this year that you retire but I have one last assignment for you before you retire to your villa in Gaul. Our Engineers have just recently built a highway into an area that was before hidden. This place is rich in resources and very profitable for Rome. There is however one small problem: there is little if any farmland. As you know Rome today is requiring more and more materials to stand on its feet. Therefore it is imperative that you rope this city into to Roman Empire. This city because of resources required must be large. Although it is up to yourself to how large the city will be. There are native people who live inside these lands and may be a problem. Pacify or kill them, just make sure that they do not hamper your growth. You will be able to fish to feed your people however you will still require to trade for food. People in the surrounding areas are not happy that we have entered into their private resource stash. If there are any attacks they will continue for sometime until our superior armies will prove that any more assaults shall be in vain. Good luck May the gods be with you.

This according to the program this map is extremely hard, but it is not if you play your cards right. The difference between HV 1 and 2 is that HV 1 is a warlike map requiring less peace and no pop but having more attacks for the constructive and destructive side of everyone. The one thing to remember is to keep making money then Caesars requests are nothing and the lack of food can be bought from neighbors. Give me a buzz with any ideas and comments.

Playability: 4
I greatly enjoyed the HV2 scenario, and not just because I prefer builder scenarios. It was not trivial as a builder scenario. My feeling is that HV1 was an attempt to make a combat version of HV2, with indifferent success.

Balance: 3
Military requirements on HV1 were trivial. The demands of Caesar were well-timed in HV2, to make a decent challenge. The presence of so many native villages made it almost impossible to fail to have enough gold in either scenario.

Creativity: 3
This was a good attempt to provide two different ways to play the same map.

Map Design: 4
This was a decently challenging map for HV2. The limiting factor is the distribution of food. For HV1, it was easy.

Story/Instructions: 3
A story was provided, and clear instructions.

Additional Comments:
It's hard to rate this properly with two very different scenarios bundled together. Although the builder says that they are alike except for the winning criteria, they are not. They are located in different Empire States and therefore have different resources and trade available.
