Tarsus, just before Prosperity 100 is achieved in 10 years. Every house is either a large insulae or a large villa. Culture is 100. No entertainment venue lacks a show. The population stabilizes at 6354 within a year. Difficulty level is Hard. One insulae block is split between the rocky island and the mainland. The villa block includes the senate and governor's palace. There are only 5 temples, 1 dock, and 21 wharves. No personal funds (and no "cheats", of course) were used. Just for fun, I decided to throw no festivals, so there were no blessings after the first year. Favor is insufficient, since no gifts were given. To win, just let the city run for 4 years, defeat the invasion (easy), and dispatch the iron request (after stockpiling briefly). To run the city for 18 years (until houses start to devolve), just ignore requests, defeat invasions, and match wage changes. There is also a saved game just before Prosperity 10 is achieved in 1 year. The first year was (by far) the most difficult, and was micromanaged extensively. Also, I made several "test runs", to determine (among other things) that blessings from Mercury and Neptune could be obtained in the first year. The second year was micromanaged somewhat, and play was "normal" after that.
