This city was used to build up my personal funds in order that I have a tremendous wallet when I started the Caesar level. I milked the city at Caesar pay (100 Dn) for an additional 12 years to end up with a purse of 52722 Dn when this level ends at the end of Feb 74AD with my promotion to Caesar level. All of the cultural needs to put me over the Culture level of 60 were put in after the start of this year 74AD. I had kept my Culture rating down near 45 for the past 12 plus years. I had plently of food stored so when my labor needs increased, labor for food production would be the only area slowed down. The key to this city was establishing the first block (at entrance) at Medium Insulae. This roads connecting this first block are not connected to the other two blocks. (They were connected for only a short time when I was installing sentry guards on the SE tower walls. As soon as all towers were operational, the road was broken at the end of the first block's farm/pottery road.) My hat is off to Brugle for most of the city's design. I modified some of his design and changed my third block to Grand Insulae housing. Brugle's Sarmizegetusa is available as a download in these pages. Using Brugle's concepts and my modifications, I was able to be promoted to Caesar level a full year ahead of Brugle's city; however I felt that it would be best if I reduce my Culture buildings (educational and entertainment), get rid of a bunch of people (keeping my city's population at a constant for twelve years - see graph in Population), build a huge farm area (see both farm areas outside of the first block's farm area), store up a lot of food and goods, and sit back and watch my wallet swell. Sure, there were battles; but they were fun. In fact, you will notice that there are only two legionaires in the city right now. The other four fort's troops are returning with a second Triumphal Arch. That was another reason I felt that I should call it quits and be promoted to Caesar level: I didn't want to have to place a TriumpArch somewhere in my city. See where I placed the first. It's not connected to anything. Sure, I know that it had benefits; but look at my housing blocks without the TriumpArch in the Overlays/Commerce/Desirability. They are all cool blue. I did not use any of the cheats except that I did use a money cheat instead of using my initial loan from Caesar. Sure this saved some interest payments. I could have used more of my own money except that I decided that I wanted to max my funds going to the next level. I could have use a lot less Plazas; but I use those as distance and layout markers. I could have spent less on gardens and other pleasures. I could have also not built so many farms and other structures, only to tear them down later and erect again later. But it was only money and my city had plenty of it. In fact, I even had no tax income for a number of years when I was coasting.
