As the attached readme file explains, this file is something of a starting point that will be developed more down the road. Nevertheless, as it stands now, it is basically a map designed to allow you to build a large city (15,000 population target). While the map itself is fairly interesting, there isn't too much that will really surprise an experienced CIII gamer at this point.
Rome supplies food, so feeding your population won't be a problem. The central plateau looks like a nice place for building, but resevoirs won't get water all the way to the middle - so it actually could be an impediment depending on your city design.
My largest concern is the Favor target. 80 isn't that hard to reach normally, but you are given very few requests with which to reach it. Basically, be forewarned, build to 15,000 quickly and fulfill all requests in a hurry, or you may find yourself on the short end of the stick as far as the Favor rating is concerned.
Otherwise, there are enough events and surprises to keep you entertained, and the population level will be difficult, but don't expect to be blown away if you're a fairly experienced player.
