Your recent and all too common incursions into debt have emptied my chalice against
my marble pillar for the last time, as punishment, you are being sent to Iberia, to a region
recently discerned as being suitable for the cultivation of vines. The land is unruly and much
like it's inhabitants, uncivilized, so be careful. The space available is sparse,
but you will still need to provide for a military force as soon as possible. I am confident however,
that with some renovation of the area you will overcome these challenges, and provide shipments of
wine to me as well. I hope that I shan't be spilling any of it.

I was given this map as a challenge to complete on stream and I utterly failed. Meeting those prosperity and population targets when limited to Medium Insulae (no academies) and having such a rugged landscape is completely elusive to me. If anyone can achieve these ratings in anything resembling a stable city, please do post your results.
