A moderate scale city with 100 all ratings (in 1 year). Everybody fed, all GI+LP (except of some shacks in farmland area). Favor goal achieved with "only requests mode", without gifts. Stable for 10 years, then census problem destroys it. No loops, gatehouses, forced walkers used, only natural layout.
Victory can be achieved just with satisfying last weapon request of greedy Caesar.
