- All housing stable at grand insulae/luxury palace
- All (8) luxury palaces at the centre of the city with the Senate, Governor's Palace, and also the Hippodrome
- Several houses placed on the waterfront in the north of the city
- Both triumphal arches on the Road to Rome that passes through the city
- All buildings upgraded
- Only large temples, oracles used
- Gatehouses only used in the city walls
- No 'forced' walkers

What do you think is the optimal way (with respect to ratio "culture rating"/"workers engaged") to maximize culture rating for "eternal" cities? It is obvious that Perfect theater (w/o actors) coverage and Perfect religious coverage (via oracles) is a must. But then I wonder what is the best combination of educational venues. My feeling (not mathematically-based) is that first priority shall be Perfect libraries (and the other ones only minimal needed for housing level keeping), then schools, then academies. OR maybe there is some special combination of all three ones?

Thanks Zipods - I think this might be the favourite of my cities. The terrain is straightforward, but that allowed me to plan the city in such a satisfying way.
As for maximising culture, you definitely want to use this order of priority: Oracles, Theatres, Libraries, Schools, Academies. And max out coverage for each one before moving onto the next. To see why check this page:

There is a big gain in culture going from almost perfect coverage to perfect coverage. So combining different education venues is not going to help you.
However, for my cities, I wasn't aiming for the maximum culture rating, but for the maximum culture rating that was a multiple of 5 :P Which meant in some cases I deliberately used more workers to achieve a lower culture rating...
