I don't think I've ever built a 4x100 city before, so here's a first. One rule I followed was to use open blocks (meaning not gatehoused) for the whole city. Most of the blocks are standard builds except for the luxury palace compound, which is a mix of both block housing and a dead-end strip. The idea was to not use feeder houses so labor seekers from service buildings and food and goods structures all draw from the palaces themselves.
The pottery area had about 14 workshops early on for export and I just deleted the extra ones when I was earning enough from taxes. Same with the wine area where I started with a few more workshops.
