Tarsus built with 3-leaf clover residential schematic, timed walker schedules, smooth population demographic, and 4x100 ratings with average hospital to population ratio. Reaching 160 AD, and tested stability for 150+ years. 7 Large Villas, 11 Grand Insulae, and 53 Large Insulae. Intended population 6006, but with 22 ghosts intentionally to stay in the game for centuries (Add any houses within food delivery route to pass this level)
Using schematics from Chinese forum player, master builder NuQuan (Angry Fist), the original schematics already included advanced methods with timed walker schedule. Advanced prefect patrol cycle control, Central food/goods and services distribution. Using luring separate markets to compensate goods consumption, also goods flow and reserve level control with insulated warehouses Tax-based import economy, and tax-heaven zone for patricians (Deliberately only tax plebs, but I added a Large Villa within the tax zone, so some "poor patricians" have to pay tax sometimes).
I modified one leaf to house enough Large Villa to reach 100 prosperity, and prosperity control preventing upgrade. Shift some houses to one larger leaf to retain pleb population. Balance logistic with luring market only providing goods, so closer leaf hold more people than further leaf. Better fire protection coverage, and some aesthetic decoration. The budget is calculated to be just slightly positive in the long run, less than +100 Dn per year on average.
Update : improve fire proof and smoothing goods flow and consumption rate with 2 Large Insulae moved to the patrician block. Further balance the budget, only 1000+ Dn per century. Running pass 500 year check till 600AD, sadly due to the fluctuation moving houses, the ghost count goes to 31, still less than 1%.
