The zip file includes identical PDF and Excel files. If you don't have excel you can print the PDF file and you will have the same result.
The file has two pages:
Page 1: Desirability Range
For each structure it shows the desirability points for each distance. For example a large statue provides 14 desirability points to the first and second tiles surrounding it. Then 12 points to the third and fourth tiles. Then 10 points. Therefore in the chart it is shown like this:

Page 2: Desirability for houses
Here is an example:
Luxury Palace: 90 86 85 76 76 74 72 70 68
90 is the desirability points required to evolve into a luxury palace.
86 is the desirability points required to prevent a luxury palace from devolving.
85 is the points when a luxury palace will devolve
76 is the desirability points required to prevent a luxury palace from devolving if the northern tile of the palace touches water from either side.
76 is the desirability points required to prevent a luxury palace from devolving if the palace is on elevated land 1 level high.
74 if elevated land is 2 levels high.
72 if elevated land is 3 levels high.
70 if elevated land is 4 levels high.
68 if elevated land is 5 levels high.
