This is the first scenario on expert level stage. In order to proceed winning all the following scenarios you need to put into practice all you have learned so far and even try some new techniques which are beyond everything you have imagined. The following scenarios will include more new challenges.
The biggest challenge on this level is the huge northern province with already started building colony. You have inherited an already established settlement from the previous governor with all the problems he has left behind his back. The second challenge is that there are NO REQUESTS from the Emperor ! Some of the buildings have been disabled.

I played this map for 10min before ercognizing you cannot build docks for trading! Is that intended or a bug? Thanks!

I fixed the problem. The Map Editor didn't recognize the sea entry point. This edition made some changes in the starting money and the initial population.

This is an interesting and well made mission. The designer has shown admirable restraint in only asking for 6000 population while providing a map with enough farmland for five or six times that.
There are no requests or invasions, and plenty of trade possibilities, so money is not going to be a problem after you get over the initial expense of importing marble. It's probably about the difficulty of a middle career mission, like Tingis or Caesarea. You've got a bit of a mess to clean up at the start.
As it says in the mission briefing, pretty much everything the campaign editor has to offer is in there, most of it harmless to a competent player, but the earthquake and/or gladiator revolt might cause some headaches. The gladiators completely trashed my palace block.
Were this my mission, being intended for expert players, I would have had some military, and a few requests and I would have asked for much more population. As it is, you have no choice but to send Caesar gifts towards the latter stages. It will take at least 18 years to win this mission, due to the 75 peace requirement.
Nonetheless I enjoyed it and will play the next one.
