Brief description:
Part of your city is seperated and in danger of multiple threats. Send aid from a military outpost to defend this region and construct a thriving city.
Detailed description:
Welcome to Operation Fractus Vinculum, governor. There is no time to waste. The situation is this: the city in Sarmizegetusa is currently sharing grounds with the local natives, but the military outpost is built deep in the mountains, seperated from the main block. You've experienced being attacked from two fronts, but how about facing the threat of 4 fronts? The hazards you face here would include the Goths, the hostile local natives, riots from your own people, and even the wild animals. Good news is, this city has several manned towers that will put the hurt on any foolish enough to challenge Roman supremacy, but they alone cannot win the day for you. March among the city and defend it, so that you can rebuild after the threats cease.

Hints:
Narrow choke points, such as bridges, make for excellent defensive locations.
It is actually possible to reduce casualties done to your city, although probably not on your first playthrough. There is no dishonor in replaying the scenario several times.
Scout reports:
The residential block of the city is built on native lands. They are at peace due to the operating missionary posts already built there.
Enemies will invade the city within the year. Expect multiple attacks from several directions.
The residential block contains some operating standalone towers. They will help in defending the city.

Dear Hikumi! It seems that you extremely like to make scenarios very much over over OVER dosed with military action and other problems which actually requires from player ONE single way (with some differences but still one) to complete assignment.
I think this is not the nature of C3, this game is focused not on the military activity (there is a lot of such games now), but on the stategic thinking and making all the time different decisions which result in different situations in the same scenario. I played some of your maps and I really wondered what is another option to complete your city and really didn't find anyone. C3 should make player free to think and just show very roughly some direction which of course you can follow or not. Please, see the maps of Perfect Marty, Eswen and other experienced map makers and you will find a lot of various gameplay here (it is 2010-2012 years maps).
