Well, you would be relieved to know that it is not such a case this time. There is not any huge problem in Damascus that could give you a dilemma. The last governor just so happened to resign recently, and the city was left without one.
In fact, Damascus is doing quite well at the moment. It has a couple of warehouses filled with goods that could hasten your development of the city. Of course, it would be advisable to begin immediately, as there are reports of enemy activities growing in the horizon.
