Brief description:
The rocky mountains area deep in the heart of Damascus would prove to be a strategic location to establish a city safe from invasions by enemies of Rome. However, constructing the city itself would prove to be the biggest challenge indeed.
Detailed description:
Caesar wants you to establish a city in honor of Rome in the South-Easternmost part of the Empire, deep in the mountain regions of Damascus. Under normal circumstances, that would have been the best assignment Caesar could have offered you. Romans who are already camping there report of abundant rocks. It could have been a haven of resources for miners. However, it turned out to be false hope: the mountains here bear rocks that are not suitable for marble or iron mining. Therefore, the rocks here serve no purposes other than eye candy and obstructing your constructions as well. With that said, your main challenge is to actually build a glorious city on a land with so many obstacles. If it is any reassurance to you, it is time of peace at this part of the empire, so you do not have to worry about war as you construct your city. Still, there are native presence in the area, but it should not be a bother to you given the opportunity to negotiate with them.
Just a little thing to note, just because you are busy figuring out how to make a metropolis out of slums does not mean you can forget about how to aid the Empire. Be sure to prepare to provide for requests.

There is no military activity here so focus on city building.

Because there is no military activity, you cannot build any military structures. That includes gatehouses.
There is no fishing and no sea access to the Empire, therefore you cannot construct wharves or docks. Also, you cannot build bridges.
There are only 2 sources of water in this area. 1 is surrounded by natives, another shares the area with fertile land for farming.
Rocky hills separate the few areas here. Aqueducts cannot be built through elevated land. If only there is an alternate route to bring water to the dry lands...
Remember, you have no use for the rocks here because you cannot construct marble quarries or iron mines.
