As far as I know, there is no way to extract the campaign maps. Someone who knows enough about how the data is stored in a saved game could change some things (such as monuments and gods), with a way to decompress/recompress the file and an appropriate editor.
I don't know what you mean by an "obelisk statue".

Do you know exactly how to edit the save files like you mentioned?
If you go to the galleries section, there are pictures of different designs for the beautification buildings than that which is in the current game. For example, there seems to be a design for 4x4 plazas and an obelisk style medium or large statue.

I do know a little about how to edit the save files (using a system that Trium developed), but I don't know how to do what you want. I also don't know how to get buildings other than the ones in the game.

have you tried pressing 'r' when you have a decoration statue selected, that will bring up a few different statues and you get to choose which way they point
