Is there a way to delay or stop the end of the game for a career city? I have a nice city that I want to make changes to, but I only have a couple of months in it before I get promoted - I probably selected two years.

No (unless you know more about the internal workings of the game than I do).
If you have a saved game from shortly before you first satisfied the victory conditions, you could go back and choose "govern for another 5 years".
In the future, you might let the city not satisfy one of the victory conditions (perhaps Culture or Favor or population) until it is finished to your satisfaction, then do what is required for victory.

That's too bad. I had a look at the discussion around c3gameexplorer. It seems like in addition to the GUI tools it provides, and the known flags/progress points, there must be flags for success, the date and the 2/5 year governorial extensions. Clearly a job for someone with a memory checker and more brains than I.
Heck, I believe, particularly since it can be changed on the fly, the most intricate details of difficulty level could be checked...
