So to bring you up to date on my struggles with Caesarea.
I have restarted Caesarea twice now.
1. First attempt. If I take my time and build Caesarea slowly, I run into the problem Brugle showed me. After around AD10, my people have aged and unemployment increases which stops Prosperity.
2. Second attempt. I built my first two housing blocks quickly but didn't have a large source of cash so when I started on the Patrician block, importing pottery, and wine, depleted my funds where I had to stop importing to allow funds to increase before I could more grand villa's / small palaces to raise Prosperity. That slowed my Prosperity rise and then the aging population brought back the unemployment issue from attempt 1.
I'm sort of stuck in a "can't build slow and can't build fast".
