When I tried to build a hippodrome with only one tile touching a road (also in Lutetia, incidentally), the chariots from the chariot builder didn't come to it. Actually having that thing work could be a boost to housing all over the city.

Chariot makers will send chariots to the hippodrome only if a road touches the northwest third of the hippodrome. (The road can touch other places too, of course.) Also, there shouldn't be a second, unconnected road touching the hippodrome (or any other building that sends or receives destination walkers).

I hate to bump up such a old thread, but I have question about these palace blocks. How does anyone get the chariot
maker to cover all the palace blocks ? Doesn't it typically only take the most direct path to the hippodrome ?

I have built quite a few cities with hippodromes (and looked at many others), and I've never seen a staffed hippodrome which didn't generate chariots.
