I have always struggled with culture because the way you have to place the culture buildings in crossroads boggles the mind and makes me crazy.
This is the reason I never finished the whole game as it got very frustrating in mission requiring 75 culture.
Is there a mod to tone these way down?

One thing that some players do to get high Culture is to build a culture park: put a few houses, minimal fire/damage/health protection, and a bunch of shrines, entertainment venues, and education buildings. The entertainment venues don't need shows and the schools, libraries, senet houses, and zoos don't need goods. (This does not work for health coverage--you need coverage of people by physicians, dentists, and embalmers.) I don't do this, but some players must feel like you do about Culture.
If you want to, just consider the Culture requirement to be lower. When you've completed the city to your satisfaction, use the "Pharaohs Tomb" cheat to advance to the next mission.

I think I'll start a new campaign and see if I can solve this problem a few years later now.

As was pointed out, you can build a booth on an intersection then remove the extra piece of road (or roadblock it if you want to make an road leading out for Bazaar buyers, etc).
But for Pavilions, you CANNOT avoid having an unwanted intersection where random walkers get caught in. The best you can do is have a Pavilion with a T (not X) intersection in it, where the extra piece of road provides just a one (not two) square diversion.
I don't even put Bandstands in housing loops any more. A Pavilion is quite capable of providing all three kinds of performers. A few Bandstands in a culture park or an industrial zone brings the Culture rating up high enough.
But I will put a Bandstand in a housing loop temporarily, in the space I will use for the Pavilion, early on in the game, and when I need to add dancers I will remove the Bandstand and build the Pavilion there.
I do retain a separate Booth in the loop however, because it doesn't take up much space, and it does add desirability.

If I don't need the space for fire fighters/police/etc I will build pavilions or band stands at T intersections.

I noticed one of the things I can do is deliberately build too much housing and when housing starts to upgrade to types having a much larger population than the initial ones, unemployment jumps, that means I can destroy those houses and make culture planning much easier than it would be normally. If I need labor, I just make a slum and later get rid off them as well.
