I prefer javelins for most enemies for the following reasons:
1. They are easy to produce quickly and without weapons. This is especially important when one suspects that that the local enemy will attack quickly.
2. They are quick on their feet, making them more maneuverable than legionnaires. This is very important when engaging a fast or particularly strong enemy, such as Carthaginians.
3. They have more "reach" than other units, enabling them to fight with fewer losses (except enemies with projectiles).
Since I hate to lose any units, I prefer to use the javelins whenever possible. They make an excellent strike and run force. Their drawbacks are as follows;
1. They are less well-armored than legionnaires.
2. They have fewer formation options.
3. They are poor to indifferent at hand to hand fighting.
On the other hand, who wants to make a full frontal attack unless it is absolutely necessary?
