I don't know SimCity 3000, but I suspect that Caesar III is quite different. You haven't said what problems you've encountered (other than "desirability issues"). Be a little more specific and someone may be able to help.

My style of buildings impose free space between my using blocks, to put more service building if needed. They are not always needed, but often my city is not very denst at the begining, and very dense at the end (especially in dersert maps).

I for one like dense cities. They save space and a are more efficient. I have finally managed to make a very dense city occupying barely any space and still have A LOT of desirability. See my thread: "Revolutionary Block Idea"
