On the other hand, weren't Roman legions paid by the Imperial government? They were not necessarily raised where they were eventually stationed, either, so would not necessarily have contributed to employment.

Ave everyone,
Thanks for all of the input. I have done some observations and can now say you are all right about this. The forts do not count against you in terms of employed population, total population, wages, etc. Still, like Marcus Maximus though, I get a message saying my city needs workers whenever I build a fort. I guess this is just a bug in the program, but it explains my confusion on the matter. Thanks again.
